In the US military its a form of non judicial punishment for minor offenses they can restrict you to a certain area , take some of your pay reduce you in rank and put you on extra duty up to 45 days depending on what kind of article 15 you get and who gives it to you.
It is non-judicial punishment imposed by your company commander, who is usually a Captain, or 1LT. It could mean lost of one grade in rank, lost of pay for a certain amount of time, or just about anything resonable to the CO. It is non judicial, because you do NOT appear before a tribunal. It is handled in house by the CO.
