The Big 4 caravan and camping grounds are good You will pay for one only at a back packers. dormitory style not camping. I don't know where you get this 20 people thing unless you are looking at a outward bound sort of camp site that caters for groups only. Personally, I don't know why anyone would want to visit the place - but many 'caravan' parks have tent; swag etc camping for individuals. They have grassed areas where one can camp & use the community ablution blocks. Either that, or under a bridge! Yeah, Melbourne has got a lot to answer to!!
