There are 3 Camping Sites near Melbourne, Australia which I would like to camp at for a few days. None of them will take one person only. They only take groups of 20 or more.
All the caravan parks that I know of has the same fee for one as two people. The Big 4 caravan and camping grounds are good You will pay for one only at a back packers. dormitory style not camping. I don’t know where you get this 20 people thing unless you are looking at a outward bound sort of camp site that caters for groups only.

If you’ve got your own gear there are heaps of places around,,look for parks,,national parks and the like.
Yeah, Melbourne has got a lot to answer to!!
Personally, I don’t know why anyone would want to visit the place - but many ‘caravan’ parks have tent; swag etc camping for individuals.
They have grassed areas where one can camp & use the community ablution blocks.
Either that, or under a bridge!
