I would have thought that surely it was b).
Definitely b). No decent person would suggest that we should return to the bad old days of the White Australia policy.
b. is certainly unacceptable to most, though some people would still say that
but c. is ridiculous too - we have enough LAND, but it is not land which is capable of productivity, all of which depends on water, which we do not manage effectively nor efficiently.
